You need to pay quite a lot of money (about $100) to buy it.  As a 
substitute, try any good books that describe the standard.  
http://www.dinkumware.com is one place that has the entire standard in 
browsable HTML.

POSIX is a standard for Unix-like commands, C library and system calls.  
Try to find any books on POSIX programming (the standard itself also 
sells for a few tens of bucks).
