It could be that YOUR provider's name server is lame. Did you try nslookup
or something similar? the usual case is if the DNS does not find the
hostname in its cache, it returns a "host unknown" and you have to try
again several times to force it to query the root-domain name servers. Or
your web browser is timing out in DNS too quickly. Could be anything, so
check it before yelling about someone's bogus URLs.
