i would recommend not to bother with cygnus-win32 at this point but to
use rsxntdj if you want to work using djgpp.

you can download it from, among other places,

ftp://ftp.simtel.net/pub/simtelnet/gnu/djgpp/v2tk/

make sure to get version 1.3.1, read the instructions carefully.
