DJGPP only runs on 386 and up. So do most of the DOS extenders out there.
The 286 and lower is just too flimsy (64KB segments, the need for huge
pointers, etc). HOWEVER, if you want a DOS extender for 286, there's
DOS16M from Watcom (makers of DOS4GW) and the Phar Lap 286+ DOS extender.
The Phar Lap tool is available for free in a book (Extending DOS by Ray
Duncan, if I remember correctly).

IMO it's not worth it to do protected-mode development under 286, but if
you do, you might as well save some $$$ and get the Phar Lap tool instead
of buying DOS16M which is expensive and obsolete.
