Yes, it's true that NO free win32 compiler includes a help file 
compiler as of this time, but if I'm not mistaken, RSXNTDJ131 
(currently available with the djgpp distribution) _can_ create DLL's 
- it is definitely worth checking it out! You only have one file to 
download, and it does work quite well.
