It is, although there isn't a complete Win32 development environment for
DJGPP as of yet.  If you have working Win32 source code, then you can
download and install the RSXNTDJ package to build it.  RSX is available
from SimTel in the 'v2tk' directory.  Please see chapter 3.6 of the
DJGPP Frequently Asked Questions list (v2/faq210b.zip) for more
information on this subject.
