DJGPP itself is covered by the GPL license, read it, is with the package. You 
can distribute it but:
1) You can't charge for the soft (DJGPP). But you can for the media.
2) You must provide the sources or a way to get the sources.

But here you don't need to distribute DJGPP, or at least you don't need to 
change the distribution. You only need to say to your user how to get DJGPP and 
how to install it.

You'll need a CD ;-). According to the licesnse is OK but must be clear that 
you are charging for your BASIC to C translator and that DJGPP can be obtained 
free.

Read the GPL carefully.
