In Turbo C I've never had to put the settings and config in the
project, it will compile a single file without the project.  The
directory paths and so on are loaded by TC separate from the project
file.  I've always selected which project to use from the project
menu, I never do it from the command line.  I suspect people are
putting in the directory paths and so on without a project, and trying
to compile the program.
