you really must set color 0 to some other color, and you want the 
background to stay black, you will have to clear the screen to another 
color that you have set to black before doing your other palette 
settings.  And no, this is not a Allegro specific thing.  It's been true 
in every other graphic program/lib I've ever seen, even in non-VGA 
modes.  Hope this helps somewhat.
