That's probably the way to do it under DOS.  Have a program which returns
a value from main dependent on whether it should be rerun or not.  Write a
batch file wrapper around the program which detects the "error level" and
reruns it if it isn't the sentinel to mean "No, I'm really done, don't run
me again."
