The best place for you to visit is <http://www.delorie.com/djgpp/>. 
This site contains all the information you need to get started with
DJGPP, including documentation, lists of download sites, instructions,
and more.  If you want to find the Weekly Mini-FAQ, and don't want to
wait for it to be posted, simply pull up the mailing list archives and
search the list for "Mini-FAQ".  You'll find it in no time at all.  ;)
