No.  Get the latest port of `bash' it doesn't set TERM automatically.

Alternatively, you could add the empty TERM setting into the [emacs]
section of your DJGPP.ENV, like so:

[emacs]
TERM=

This way, only Emacs gets the empty TERM value.
