Try leaving "set" off of the line "set PATH=C:\DJGPP\BIN;%PATH%".
When you say "set PATH=" you are redefining your PATH variable.
You just want to add C:\DJGPP\BIN to your path, so it should read

  
	PATH=C:\DJGPP\BIN;%PATH%

This should fix your problem.  Hope it helps
