Try

  * DTA - Dave's Targa Animator (DOS) converts .PNG, .TGA and many
    other single image format frames into .FLI's and .FLC's and back
    again.  It can also do useful things like finding the best
    256-color palette for a whole series of images.  (Mason, 1995)
