What do you mean by ``_must_''?  DJGPP is free software, so you have
no right to demand anything.  DXE was developed specifically for
DJGPP, and the people who did that didn't provide any documentation
except what the FAQ says.  Please ask any specific questions that you
have (I cannot answer your Question 3, sorry), but if you think that
DXE needs to be documented (I agree with that), the only way to make
it happen is for yourself to sit down and write the docs, then submit
them to DJ Delorie for inclusion in the next release, or make it
available on your site via WWW.

Past experience shows that nothing in DJGPP gets done unless people
with enough motivation and resources sit down and get it done.
Telling that others ought to do it doesn't work.
