The "PROJECTS" idea in RHIDE is the following:

When you want to build a program, which consists of more than one
source file, you can create a project to store there all the needed
information which files belong to the project (source files, libraries,
...)
and how to compile and link them. With such a project it is also
possible not to recompile every source file, when you change something
in only one file which is independent from the other sources.
And the next is, that you can store in such a project special
commandline parameters for compiling each source file and many
many other options (for instance for the behaviour of the editor).

That's correct, since RHIDE stores all the options in a project
file (even if it is not a real usable project)
