Well, the best choice would be RHIDE from Robert Hoehne. It's a complete
IDE for DJGPP. It's available on Simtelnet right where you can get
DJGPP.

If you want an Editor with syntax highlighting for C and even other
languages you could take a look at Shawn Hargreaves "Folding Text
Editor". But that isn't Freeware, it's Shareware and costs 30$ if you
want to use it.
