Well, the first thing that's wrong is that "compile for windows" bit. 
If you are using a Windows-targeted version of gcc, you obviously aren't
using DJGPP, and therefore our help would be of absolutely no use to
you.  The error messages you posted bear this out - they weren't
generated by DJGPP.  However, just off the top of my head, it appears
that you haven't set up your compiler properly because it's not finding
the standard header files that should be part of every C compiler.  Look
at your documentation to see what you're doing wrong!

Because I have some experience with MUD servers, I might be able to help
you personally (via email, not via this newsgroup).  It would help if
you told me EXACTLY what version of the Merc sources you are trying to
compile.  I have myself successfully compiled the ROM 2.3 variant of
Merc in DOS using both DJGPP v1.12m4 and v2.x.  However, there were a
few trivial modifications that had to be made.
