Have you set the DJGPP environment variable?  It should be set to point to
the DJGPP.ENV file, like this...

SET DJGPP=C:/DJGPP/DJGPP.ENV

Put this in your autoexec.bat.  Note the forward slash, not backslash like
normal DOS.
