DJGPP doesn't care what kind of slashes you use.

Shouldn't. But you should try putting the C:\DJGPP\BIN directory before
any other compilers in your PATH.

If these tips don't work, please read the FAQ (v2/faq210b.zip) and
follow the instructions in section 6.12 there to post details of your
environment settings. You may also want to try downloading my DJVERIFY
program, which is designed to detect and recommend solutions for common
installation problems. It's an alpha program, which means many intended
features aren't implemented yet, but it has been fairly accurate so
far. :) The URL is
<ftp://ftp.delorie.com/pub/djgpp/alpha/vrfy033a.zip>. You can also use
DJVERIFY to create a bug report identical to the one indicated in the
FAQ.
