Shared libraries aren't used because DOS isn't a multiuser operating system like
Windows or Unix as such even if a shared library system for DOS was created the
vast majority of people would not have it since it is not part of DOS, can only
be used to reduce the size of your personal programs.

By the way dynamic linked libraries for DOS have been implemented before.
