Is this with the test.exe program, or your own code?

Allegro should support whatever modes the VESA driver provides, as it
queries VESA to get a list of the available resolutions. UniVBE's lowres
modes work fine on my ET4000. Try running SciTech's VBETEST utility:
that will tell you whether the problem lies with Allegro or UniVBE. It
might also be worth trying these resolutions in banked mode (with
Allegro's GFX_VESA2B driver).
