It certainly is because Rainer Schnitker ported EMX into NT (NT09).
I like that package.  To use, you need NT09, and RSXNT (not RSXNTDJ).
You also need the archive that has RSX.EXE if you intend to compile any DOS
programs.
Also, an optional package has RSXWIN and RSHELL.  RSXIDE is in one of the
archives.
It allows you to compile native win32, dual mode win32/dos exe's, dll's and
lib's.
I use it for win32 programming.
RSXWIN allows you to run text win32 console apps in a true win style
window.  But that is optional since the libray
rsxioapp.a and rsxioapp.h allow you to compile a text win32 console app
into a ready to run app in a true win style window.

RSXNT + NT09 allow you to do that.  I do not know about Cygnus.
The package comes with grc and rsrc (for compilitng resources) and quite a
complete collection of headers for win32.
Not an easy thing to do with a lack of documentation.
I think that you have to check it out and experiment with it.
