Since there *is* a port of bash, why not try it?  It is available as 
v2gnu/bsh1147b.zip from the usual DJGPP archives.

Another possibility is the GNU m4 macro-processor.  It hasn't been ported 
to DJGPP yet, but I cannot imagine that will be too hard.
