So far (the author will hopefully post soon...), the OS NightTiger is
writing has some of the things you mentioned. It has a bootloader that
can be configured to do various things (but many of its functions aren't
implemented yet) like booting from any partition, and using a script to
configure other things or load the kernel. His kernel so far pretty
much just does interrupt and exception handling with a minimal command
line to test things with.
