Check the following:
do you have in autoexec.bat:
set djgpp=CompletePathToDjgpp.env (for example: c:\djgpp\djgpp.env)
included djgpp\bin in the Path

And finally, how did you unzip the distribution?
Did you use the -d option to preserve the subdirectories?

Also, if you are running C++ programs:
did you get gpp and lgp zip files?
