How about using class libraries which are free available like
YACL (http://www.cs.sc.edu/~sridhar/yacl.html)
There's a user interface part with the main parts of Windows, dialogs, menues...

It supports several platforms (also GNU compilers for Unix or emx, which is
the GNU-Version for OS/2):
