Just to be clear: there were two ispells, and 4.0 means that you are
referring to the discontinued version.  (To add to the confusion,
"international ispell 3.1" is newer than GNU ispell 4.0".)  Check

for a more complete explanation, sources, and binaries.  The GNUish
project also contains a port of 4.0 to OS/2 and DOS, but only because
there is no 16bit port of "international ispell".
