You didn't mention the SimTel mirror that you are using.  The FAQ
(v2/faq201b.zip) lists dozens of ftp sites which contain the djgpp v2
files, including several in Europe.  If you are truly unable to get it
from your site, try one of these:

Poznan, Poland: 
      ftp://ftp.man.poznan.pl/pub/simtelnet/gnu/djgpp/
Krakow, Poland: 
      ftp://ftp.cyf-kr.edu.pl/pub/mirror/Simtel.Net/gnu/djgpp/
Stockholm, Sweden: 
      ftp://ftp.sunet.se/pub/simtelnet/gnu/djgpp/
Zurich, Switzerland: 
      ftp://nic.switch.ch/mirror/simtelnet/gnu/djgpp/

I tried all of these links and they had v2misc/csdpmi3b.zip.  There are
many more in Europe that I didn't try.

However, this one did _not_ have the file:

Warsaw, Poland: 
      ftp://ftp.icm.edu.pl/pub/simtelnet/gnu/djgpp/

It seems that the mirrors are not all updated with the same frequency. 
:(  But there are plenty more to use.
