redir itself must be, which means they must distribute the source for
redir and whatever else it takes to build redir from sources.

Distributing a GPL program in a bundle does not in any way affect the
copyright status of other programs in the bundle.  GPL only affects
programs that *link* GPL modules.

I would appreciate, however, if the package included a note that redir
is part of the djgpp package, with a pointer to
http://www.delorie.com/djgpp/
