AFAIK, nobody is working on this.  If you need DLLs bad enough to sit down
and make it happen, please do; I'm sure Charles Sandmann, DJ, and others
will help if you were to get stuck. 

As a general rule of thumb, nothing in DJGPP gets done unless somebody 
with enough motivation and free time does it when they need it.
