There is a very nice C++ library called SPUNK by Ullrich von Bassewitz
which is portable between DOS, OS/2, Linux and FreeBSD (at least).  It
is not compatible to Turbo Vision, but it is FreeWare and has similar
features.  I didn't check whether it works with DJGPP, but i could
imagine.  Download ftp://ftp.gwdg.de/pub/misc/hexed/hx110src.zip.

Myself I am writing something similar for GNU Pascal which I call 
BO5.  The project has just started, and at the moment there is no 
DJGPP driver (only an EMX driver), but if you are interested, get
GNU Pascal and ftp://kampi.hut.fi/jtv/gnu-pascal/turbo-alpha/bo5.zip.
