At least in the case of the FAQ source distribution (faq201s.zip) this is 
NOT true: there is a short README file there that tells you exactly what 
programs do you need to build the FAQ; and building it boils down to just 
typing "make" and hitting the [Enter] key.  Nothing ``insane'' here :-).
