I just uploaded mikallegro 2.1 to x2ftp in the
msdos\programming\djgpp2 dir.
It is available now at
http://www.gl.umbc.edu/~pjenki1/djgpp_resources.html

This version uses Allegro 2.1 Final and Mikmod 2.10.

If anybody has questions about its usage, mail me.  I am working on a
demo that combines the two libs together so that will help as well.
