No, DJGPP programs can only run as DOS applications under Windows.  There 
is the RSXWDK package that reportedly can be used to create Windows apps 
with DJGPP, but opinions vary as to how stable and reliable it is.  The 
DJGPP FAQ list points you to a place where you can get RSXWDK in section 
3.5.
