my settings for info in file 'djgpp.env' is as follows:

[info]
INFOPATH=%/>;INFOPATH%%DJDIR%/docs;%DJDIR%/docs/djgpp;%DJDIR%/docs/texinfo

Your INFOPATH must at least include the path to the file 'dir', which should 
be in c:/djgpp/docs/djgpp in your case if I remember right.
