check the following ftp-server (finland):

x2ftp.oulu.fi/pub/msdos/programming/djgpp2/

the files sb02dj2.zip and sb03_dj2.zip should contain a Soundblaster-lib for 
DJGPP 2.0 (version 0.3).
I don't have a soundcard, so i didn't download them.
