Look on any SimTel mirror, in the msdos/c directory, file PCTIME12.ZIP.  
This has working examples of timer routines which will compile under 
DJGPP.  You can start from them and add whatever functionality you need.  
Be aware, though, that in DJGPP v1.x, a program which pages to disk might 
crash if it hooks hardware interrupts, because there is no way in v1.x to 
lock the pages touched by the interrupt handler, or even the handler's 
code itself.
