What's wrong with GRX?  It supports many SVGA cards, as well as the
any SVGA with VESA-compatible BIOS, so it seems to fit your request.
GRX is available with DJGPP; get files cbgrX103.zip (where X is a
single letter) and grx103m1.zip.  There is also bcc2grx12.zip which
includes an interface library for those who want Borland-like library
interface.
