The problem isn't in go32 code, it's just that QDPMI doesn't
provide virtual memory even if you turn it ON.  This has been
reported to Quarterdeck quite awhile ago, but even the latest
version of QEMM (7.50 patch 2) doesn't correct that bug.

DJGPP v2.0 will come with a free DPMI host called CWSDPMI, so
if you really need virtual memory, you could use CWSDPMI, if
QDPMI isn't fixed by that time.
