Why should Windows' DPMI be slower than other DPMI?

Anyway, here are the timings:

          Maximised Windows DOS Box     DOS, outside of windows
BCC -Os   19.21 secs                    18.13 secs
DJGPP -O2 18.11 secs                    21.89 secs

QEMM's QDPMI manager is loaded, BTW.
