I run info under oemacs.  I think info.el is included in the dumped oemacs,
but if not, there are, as I recall, 3 optional ZIP files of emacs lisp
included as part of the oemacs distribution.  Or, you can usually just grab
the .el files you need from a unix system.  I've got an info.el in my lisp
directory, but I don't think it actually gets used.
