   If this is something that is required for a DJGPP compiled program to
report the correct time under DOS, then I think it is a bug.  What about
this:  If the TZ variable is set, use it.  If not set, just report the time
like any other DOS program.  After all, the program is running on DOS and
not Unix.  For what it is worth, I do not have a TZ environment variable set
on any of my unix systems either.
