That probably means you don't have the current release 1.11 which is at
SimTel mirrors but, last time I looked,not at Clarkson.

Looks like a symptom of mixing versions.  Since you mention oemacs, you may
have its version of GO32 on your path.  What I do for oemacs (similar
technique should work for any other progam which requires a custom GO32) is
  1. rename the oemacs GO32.EXE to GO32-OE.EXE
  2. change the line in oemacs.bat which starts emacs to
     %HOME%\bin\go32-oe %HOME%\bin\emacs.exe %1 %2 %3 %4 %5 %6 %7 %8 %9

The latest version of djgpp is at SimTel mirror sites such as oak.oakland.edu
in directory pub/msdos/djgpp.  Make sure you get the maintenance upgrades
dj111m1.zip through dj111m4.zip, otherwise you will find that gcc will
complain that it needs a newer version of go32.  (Actually, only m1 is needed
to get rid of this message, but you might as well start out with the full set
of bug fixes.)
