The emacs-like editor JED should not have this problem with the tags being
off. JED simply looks at the info tags table as a hint for what file to
look into for the node.
JED compiles under DJGPP as well as MSDOS. It is quite small in comparison
to other *EMACS editors and the last time I checked, it was even smaller than
the standalone info reader from GNU!! So at the very least, JED would make
an alternative to the info reader. Since it is customizable in a C-like
language called S-lang, this should be pretty easy. Finally, I do not
recall but JED can read compressed info files under Unix and OS/2.
JED *only* available from amy.tch.harvard.edu in pub/jed. Archie will show
old versions of JED elsewhere but they are very old.
