Yes, it's wrong.

Yes, it would.

Make sure that split files (those that come with most GNU programs)
still work.  They have hardcoded absolute offsets into the files in
them, which break if you add CR characters.

Please send it to the FSF, not me.  I am not allowed to forward
patches for FSF programs to them (legal reasons, their request).
