I think I know the reason why.  When I use it I don't use any 
parameters, but when doing so I type mem and it shows something
like 640K expanded memory, only 256K availiable.  I think you
have to specify how much memory you want else it defaults to 
256K, and the rest if I am not mistaken is extended.
Look in a DOS book or check help to see how the syntax of
the line is for specifing the amount of expanded memory.
