Yes; what's required to do it effectively is

o Agreement from the mailing list maintainer that it's acceptable to
  gateway a newsgroup to/from the mailing list.

o An Internet site with good connectivity (i.e. you probably don't
  want it going through a 2400bps dialup SL/IP link) that is willing
  to gateway the news to the mailing list and vice-versa.

o Someone with an Internet connection who's willing to take the time
  to _correctly_ configure the gateway software in the first place.
  (Be sure to handle those bounce messages!)

o Someone with an Internet connection who's willing to maintain the
  gateway, fixing any problems that occur.

Plus all of the normal requirements for creating newsgroups in
whatever hierarchy is desired, of course...
