Subject:	Can compile inside but not outside MS-Windows 3.1?

Does anyone know why I can compile within a windows DOS box but 
can't outside of MS-Windows 3.1 (it seems to be trying to do something but 
never seems to finish).  I am using version 2.4.1 of GCC and my config.sys 
is as shown below:
