The Trumper newsreader program comes with an external TCP stack called
TCPDRV whose ABI is published; search archie for tcp201.zip and
tcp201.specification. I believe the author is
peter AT psychnet DOT psychol DOT utas DOT edu DOT au. You might be able to use this stack
from within DJGPP, possibly putting a socket emulation library on top
of it.

It's functionality is limited, however; the 2.01 version doesn't support
fragmentation, for example.

This stack uses packet drivers.
